The truth is a tool, and it was never meant for you
Maluthar is the Silver Tongue, and the Covenant is the most misunderstood faith in Valdrin, chiefly because everyone assumes it is a religion of liars. It is a religion of people who take truth extremely seriously and have concluded that it is far too useful to give away.
Deceit is sacred and truth a toy. Promises are twisted, daggers wait behind smiles, contracts are built as traps, and every whispered lie is a lesson. That is the doctrine as it is written, and the part that gets missed is the qualification underneath it: you cannot lie well without knowing exactly what is true. A Maluthan who deceives you from ignorance has not worshipped. He has merely been wrong, which is the one thing the faith treats as a sin.
The ledgers
Which is why the clergy are called Whisperers and why their real work is bookkeeping.
Every Covenant house keeps secret ledgers. They are not registers of lies told. They are registers of what actually happened: cargoes, prices, debts, sailings, who paid whom and when the payment cleared. The Whisperers maintain them with obsessive accuracy because an accurate ledger is the raw material of every useful deception and the only defence against somebody else's.
The consequence is a joke that several chanceries are not laughing at. The most complete and reliable record of colonial commerce in existence is held by the church of the god of lies, and it is for sale, and the buyers include most of the courts that have outlawed the faith.
Write down what is true. Every word of it, every day. You will not survive a single season on what you have invented, and the ledger is the only friend that has never yet been turned.

The faith has no state and wants none. It runs through the Bloodhound Brotherhood, where it fits a confederation of raiders and smugglers so exactly that outsiders assume the Brotherhood invented it, and it runs, much more quietly, through the counting houses and chanceries of every respectable power on the map.
A Maluthan is not required to look like one. The faith regards visible piety as a wasted asset. There is no vestment, no public rite, and the Nightfall Rite and the Veiling are both observed indoors, in small numbers, on days that nobody has to explain.
Living beside it
You will not find them. That is not a warning, it is a description. A Covenant presence in a colony is not a faction in your streets; it is a set of people you already trust, doing their jobs competently, while keeping a second set of books that is better than yours.
The practical advice governors pass to each other is unromantic. Do not try to root them out, because you will spend a year turning over honest households and finish no wiser.
The Order of the Sacred Light once spent exactly that year, in a starving Aethrassian province, hunting a ledger that did not exist. Assume it is accurate. Then conduct yourself as a man who knows he is being written down, which is, in the end, the only form of respect Maluthar has ever asked for.
