A region is the smallest piece of ground anyone bothers to name on a chart. There is no word all nine peoples agree on. Human chanceries call them provinces because that is the unit a charter can be written against, elves use a word closer to a watershed, orcs name the ground and not the border, and the dwarves regard the whole exercise as an argument about the surface.

What every map does agree on is the ground itself. Desert is desert whoever is standing on it, and the entries here are checked against the map before they are checked against anybody's claim.
